Category Delegate Panels

In order to balance efficiency and decentralization in review of projects, SCF introduces Delegate Panels for each project category (financial protocols, (end-user) applications, infrastructure & services, and developer tooling), collectively called “Category Delegate Panels”. The delegates on these panels are nominated from the verified member pool each quarter and will act as subject matter experts for the category by:

  • Setting quarterly goals and recommendations to update submission criteria and forms for that category;

  • Reviewing and voting on submissions in that category;

  • Providing guidance to projects in that category.

Delegate Selection Process

The Delegate Selection process will occur quarterly and follow the below process:

Phase 1 - Delegate Nomination (1 week): Pilots can nominate themselves as expert reviewers in a specific category. Categories include (end-user) Applications, Financial Protocols, Infrastructure & Services, and Developer Tooling.

Phase 2 - Delegate Quorum Selection (1 week): Community members choose their preferred delegates for each category.

Phase 3 - Category Adjustment Ideation (2 weeks): Delegates are notified if they meet the minimum quorum to be in the Delegate Panel for that category, and are added to a shared category specific communication channel to ideate and update:

  • The category’s goals for that quarter;

  • Update and add needs of that category that can be used as inspiration for builders;

  • Update submission and review criteria for that category.

Phase 4 - Category Adjustment Implementation (1 Week): The new guidelines will be updated in the SCF Handbook and submission form where necessary.

Monthly Round Award Process for Build Award

  1. During the review process, prescreened projects for the Build Award are sent to delegate panels for review.

  2. Delegates will have the heaviest weighted votes due to quorum selection and delegation, but voting is an open process – any Navigator and Pilot can choose to actively vote.

As the quarter comes to an end, delegates create a report on what was accomplished that quarter, to be shared with the next delegate pool. Delegates are compensated for their time and expertise.
